The guides were written by ENEA and PE International, together with an international panel of experts. The guides follow the ILCD Handbook, as well as ISO 14044. They are designed to be applied to all projects financed by the Fuel Cells and Hydrogen Joint Undertaking (FCH JU) which require a LCA study in the fields of Hydrogen production and Fuel cells technologies.
The challenge of our client
The guide to review - developed from the International Life Cycle Data System ( ILCD ) Handbook (Joint Research Center - IES European Commission ) through the European Platform on LCA - aims to facilitate the LCA application among companies in this sector. This guide is the main deliverable of one of the two projects developed and coordinated by ENEA - Italy (in the case of FC) and PE International - Germany (for Hydrogen production) for the JRC - IES (European Commission). Documents address to major methodological challenges, meet the provisions of the international standard ISO 14044 and ILCD Handbook and at the same time, must be practical and operational. This guide is intended to apply to all projects funded by the Fuel Cells and Hydrogen Joint Undertaking (FCH JU) requiring the completion of a LCA in the field of Hydrogen production and FC technologies.
Possible applications of this document include: the evaluation of manufacturing FC, identifying key environmental parameters for ecodesign of FC, the analysis of critical points of a particular product, the environmental comparison of products and services sector, a specific product benchmarking against the industry average, the development of a type I eco-label criteria for FC, the development of type III eco-labels and its product category rules, the development carbon footprints, etc.. All these possibilities require a common methodology of calculation provided by this guide.
The different types of existing FC on which the guide is applicable, may be classified into different categories depending on the combination of fuel and oxidant, type of electrolyte and the temperature of operation. The most common classification is by type of electrolyte and includes : "polymer electrolyte membrane fuel cell (PEMFC), phosphoric acid fuel cell (PAFC), molten carbonate fuel cell (MCFC), solid oxide fuel cell (SOFC), direct methanol fuel cell (DMFC). "

Coordination of the review panel, as chairman.
The critical review project began in February 2011 and finished in September 2011. The comments of all reviewers were included in an internal document of the project while a summary of the results of the critical review will be published during the last quarter of 2011 and added to the report presented by the European Commission ENEA.
What benefits did IES, ENEA y PE International get?
Critical review is essential to improve LCA studies and Dr. Fullana is one of the LCA critical reviewers with more experience in Europe. As editor of the ISO 14044 and reviewer of International Life Cycle Data System Handbook for Joint Research Center of European Commission, Dr. Fullana was elected chairman of the review panel that substantially improved the final result of the guide. This guide is the first sector of the ILCD Handbook guides that come to light. For JRC - IES this pilot test has been a key to implementing the successive guidelines for future developments. Have an experienced review panel (which included illustrious members as the chairman of LCA ISO standardization committee or the director of the Renewable Energy Division of the International Energy Agency) has allowed to ENEA have a better and more accredited results.
The UNESCO Chair in Life Cycle and Climatic Change is part of the consortium that will develop a similar guide for the construction industry (EeBGuide) and the process of learning through critical review this project will bring great value to new project.
